Hanoi moves forward with low-emission zone and electric‑vehicle subsidy plan

The Hanoi City Council’s third session, scheduled for 2‑3 June, will consider a proposal to establish a Low‑Emission Zone (LEZ) within the city’s Belt 1 area. The plan outlines three phases: a pilot from 1 July 2026 to 31 Dec 2026 in Hoàn Kiếm, expanding in 2027 to include Cửa Nam, and a full rollout by 2028‑2029 covering nine additional districts. Vehicle restrictions include bans on private cars during peak hours and a complete ban on petrol‑powered motorbikes in the core zone, with time‑restricted limits for non‑commercial two‑wheelers.

In parallel, the city will draft a resolution to allocate 6.423 trillion VND to support residents and transport operators in switching to clean‑energy vehicles. Individuals will receive up to 50 % of registration fees (100 % for low‑income households), with cash subsidies of up to 20 million VND for the poorest households. Public‑transport users in Belt 1 will enjoy free bus tickets for a year, and further fare‑waiver measures are planned for holidays and special events. The combined measures aim to reduce emissions, promote electric mobility, and encourage public‑transport use ahead of the LEZ implementation.
