Hanoi People's Committee unveils school merger and staff allocation plan

The Hanoi People's Committee (UBND TP Hà Nội) adopted Decision No. 272/KH‑UBND to reorganise the city's public education network. The plan calls for merging elementary, secondary and specialised schools, expanding school size and creating multi‑site institutions based on population density, residential distribution and facility capacity. The restructuring aims to shift from purely administrative management to development‑oriented governance and to meet the 2030 goal of universal early childhood education and high‑school completion.

A complementary decree details the appointment of principals, vice‑principals, teachers and support staff for the newly formed schools. Each merged school will have a single principal, with vice‑principals assigned to each campus point. Teachers are to be retained in their existing subjects and class sizes, with surplus staff kept on payroll until the end of 2026 to ensure a smooth handover. The regulations also set minimum service periods for principals and outline the oversight responsibilities of the Hanoi Department of Education and Training and the Ministry of Education and Training.
