Hanoi police arrest woman for disturbing public order

Hanoi police have officially initiated criminal proceedings and issued an arrest warrant for Nguyen Thi Hoa, born in 1968, on charges of “disturbing public order.” The decision was made by the Hanoi City Police Investigation Agency on October 8, 2026.

Following reports from local citizens, authorities verified that Hoa engaged in repeated disruptive behavior in the Xuan Nhang residential group of Xuan Dinh Ward. These actions included verbal abuse, insulting others, dumping waste, and placing belongings to obstruct common pathways, which hindered the movement of local residents. The case is being prosecuted under Clause 2, Article 318 of the Penal Code.
