Hanoi Police warn of Procuracy impersonation scam

Hanoi Police have issued a warning regarding a fraudulent Facebook page titled ‘Viện Kiểm Sát - Liên Kết Ngân Hàng Hỗ Trợ’ (Procuracy - Bank Link Support) that is impersonating judicial authorities. The scammers use a tactic known as ‘Warning-as-Bait’ to target individuals who have previously fallen victim to online scams.

The fraudulent page builds credibility by posting warnings about common scams involving banks, police, or online investments. Using AI-generated images and claiming official links to banks, the perpetrators invite victims to private messages for ‘free consultation,’ ‘trace support,’ or ‘legal assistance.’

Once contact is established, the scammers guide victims through a fake process to solicit personal information, demand payments for ‘file fees’ or ‘tracing fees,’ or trick them into installing malicious applications to steal assets. Authorities noted these actions likely violate cybersecurity and criminal laws regarding fraud and the misuse of telecommunications networks.
