Hanoi proposes financial incentives for marriage and childbirth

Hanoi is drafting a resolution to implement new population and development policies, proposing various financial incentives to encourage marriage and childbirth. Under the proposal, women who give birth to two children before the age of 35 could receive 4 million VND per birth. Additionally, the city suggests providing 1 million VND to couples who marry at the legally required age and undergo pre-marital health counseling.

The draft also includes rewards for local administrative units that successfully maintain replacement fertility levels. Communes or wards that meet these targets for three consecutive years could receive a certificate of merit and 30 million VND in support, with the amount increasing to 60 million VND for five years of sustained success.

Other regional developments in Vietnam include infrastructure and economic initiatives. Long Coc is accelerating public investment for flood-control bridge construction, while Ninh Binh is preparing a scheme for high school education universalization. In the business sector, discussions are underway to empower Vietnamese general contractors for large-scale projects, and Hanoi has outlined priority sectors for innovation between 2026 and 2030, focusing on AI, digital technology, and green solutions.
