Hanoi proposes financial incentives for marriage and childbirth

The Hanoi People's Committee has submitted a proposal to implement new financial support policies aimed at boosting population growth and encouraging healthy family planning. Under the proposed resolution, the city would provide 1 million VND to each eligible male and female couple who undergo premarital health counseling and examinations at qualified medical facilities.

Additionally, the proposal includes a 4 million VND support payment for female residents who give birth to two children before the age of 35. This measure is intended to address declining birth rates in the capital, where the total fertility rate has dropped from 2.11 children per woman in 2011 to a projected 1.87 in 2025.

Local health initiatives are also emphasizing the importance of premarital health screenings. Residents in various districts have been encouraged to utilize medical services, such as Hung Vuong Hospital, to assess their health status and prepare for future parenthood, ensuring a proactive approach to family building.
