Hanoi proposes handling 18,184 unauthorized Muong Thanh apartments

The Hanoi People's Committee has submitted a proposal to the City People's Council regarding a mechanism to address 18,184 apartment units built in violation of planning and construction permits by developers under the Muong Thanh Group.

An audit revealed that while the approved planning for projects such as CT6 Kien Hung, CT5 Tan Trieu, Linh Dam (HH1, HH2, HH3, HH4), Dai Thanh (CT8, CT10), and Kim Van Kim Lu (CT11, CT12) allowed for 6,759 units, the actual number of units built reached 24,943.

The proposal suggests classifying these structures to determine which may be allowed to exist under specific conditions and which must be demolished. For high-rise buildings to be permitted to remain, they must meet five criteria: they must be completed and operational; ensure structural safety, fire prevention, and rescue capabilities; meet minimum technical and social infrastructure standards; maintain required distances between building facades; and not violate red line boundaries or technical infrastructure corridors.
