Hanoi proposes monthly welfare support for vulnerable groups
The Hanoi People's Committee is seeking public feedback on a draft resolution regarding specific policies for sustainable poverty reduction for the 2027–2030 period. The proposal aims to support approximately 14,500 vulnerable individuals, including 3,625 in urban areas and 10,875 in rural areas.
The proposed monthly cash assistance targets four specific groups: children under 15, lonely elderly people, persons with severe disabilities, and individuals with critical illnesses (such as HIV/AIDS, cancer, or chronic kidney failure). To qualify, recipients must be members of poor, near-poor, or recently escaped poor/near-poor households, and the household must lack members of working age or have members of working age who are disabled or students under 18.
Monthly support levels are proposed at 3.5 million VND for urban residents and 3 million VND for rural residents. The draft also includes provisions for health insurance support and educational assistance, such as 150,000 VND per month for students from these households. The policy is designed to prevent re-poverty and ensure social equity through 2030.
