Hanoi proposes raising poverty‑line income threshold to 4 million VND per person

The Hanoi People's Committee is consulting on a draft multi‑dimensional poverty standard for the 2027‑2030 period. Two options are under review; the preferred one would raise the income ceiling for classifying a household as poor to 3.5 million VND per person per month in rural areas and 4 million VND in urban areas, up from the current 3 million and 3.5 million VND thresholds.

The proposal also retains a multi‑dimensional measurement approach, assessing six basic social services – employment, health, education, housing, information, and water/sanitation – through a total of twelve indicators. Households would be deemed poor if their income falls below the specified limit and they lack access to at least three of these services. The draft aims to replace the existing 2022‑2025 standard, which set lower income limits by about 1‑1.5 million VND.
