These projects, located in areas such as Linh Dam and Kim Van - Kim Lu, have seen significant discrepancies between planned and actual housing, with approximately 18,184 more apartments built than permitted.

The proposed mechanism categorizes buildings into three groups: those permitted to remain in their current state, those allowed to stay if technical or infrastructure corrections are made, and those requiring demolition due to safety or planning violations. For buildings allowed to remain, developers must pay back illegal profits, calculated as 50% of the value of the unauthorized floor area.

To protect residents, the draft proposes that once developers fulfill all financial obligations, homebuyers may directly apply for land use certificates if the developer fails to complete the necessary paperwork. Additionally, residents facing relocation from these projects will be offered compensation, equivalent commercial housing, or priority for social housing.
