Hanoi proposes subsidies for household rooftop solar and storage

Hanoi is considering a draft resolution to provide financial support to households for the installation of self-produced, self-consumed rooftop solar power and energy storage systems. The proposed policy is intended to run from 2026 through 2030.

Under the draft, households could receive up to 3 million VND for solar panel installation, calculated at 1 million VND per kWp of rated capacity. Additionally, households installing synchronized energy storage systems could receive up to 3 million VND, calculated at 1 million VND per kWh of storage capacity. This brings the maximum total support per household to 6 million VND.

To qualify, solar systems must have a capacity of at least 1 kWp, and storage systems must be at least 2 kWh. The support is intended to reduce pressure on the city's power grid. Hanoi currently accounts for approximately 15% of Vietnam's total electricity demand, which is projected to rise through 2030. Because the city lacks significant local power generation and relies heavily on transmitted energy, officials aim to encourage distributed energy sources to mitigate the risk of local grid overload.
