Hanoi refines low emission zone pilot in Hoan Kiem Ward
Hanoi is refining its low emission zone (LEZ) pilot program in the Hoan Kiem Ward area following a three-month trial period. Local authorities have focused on public awareness through radio broadcasts, banners, and educational contests to help residents and visitors adapt to new traffic regulations and vehicle emission controls.
To manage traffic, 32 checkpoints have been established to guide citizens and restrict high-emission vehicles during specific hours. The city has also prioritized green public transport, with 100% of bus routes operating within the zone utilizing green vehicles. Additionally, fares have been waived for passengers on 45 bus routes within the Belt Road 1 area.
Infrastructure improvements include the installation of over 100 signs, four transfer points for large cars, and proposals for 21 electric vehicle battery swapping stations and 12 public bicycle stations. While residents are increasingly adopting walking and green transport, challenges remain, such as narrow sidewalks in the old quarter and the lack of penalties for those bypassing checkpoints. The city plans to expand the LEZ scope to Hoan Kiem and Cua Nam wards starting in early 2027.
