Hanoi sets 11% GRDP growth target and new poverty standards
Hanoi authorities have outlined strategic economic and social development plans for the upcoming period. Chairman of the Hanoi People's Committee Vu Dai Thang signed a plan to pursue a Gross Regional Domestic Product (GRDP) growth rate of at least 11% for 2026. The strategy focuses on transforming land resources, investment, science, technology, and data into development drivers while linking growth to productivity, environmental protection, and improved living standards.
To support this growth, the city will prioritize trade, services, tourism, and exports, while managing market price fluctuations and budget revenues. Key projects and public investment will be reviewed to ensure efficiency and social security.
In terms of social welfare, Vice Chairman Bui Duy Cuong issued a decision establishing multidimensional poverty standards for the 2027–2030 period. For rural areas, the poverty threshold is set at an average monthly income of 3 million VND per person with a deficit in three or more basic social service indicators. In urban areas, the threshold is 3.5 million VND per person with similar service deficits. Near-poverty and average living standard thresholds have also been defined based on these income and service access metrics.
