Hanoi Social Security implements electronic insurance books and digital health cards
Hanoi Social Security has issued new guidelines regarding the issuance and use of electronic social insurance books and digital health insurance cards. Starting October 6, 2026, social security agencies will issue electronic books for new registrations, information updates, adjustments, merging books, or confirming periods of social and unemployment insurance contributions.
To facilitate this transition, social insurance identification numbers on books and cards will be synchronized with citizens' national ID numbers. Participants can access their electronic social insurance books via the VNeID (Level 2) application, the VssID app, or through email to resolve insurance and unemployment benefits. Digital health insurance cards can be used directly at medical facilities for examinations and treatment.
Employers and educational institutions are responsible for assisting participants in installing the VssID app and providing accurate personal information, including individual email addresses and national ID numbers, to the social security authorities. Authorities emphasized that email addresses must be personally owned and controlled by the individual rather than a shared corporate address to ensure data security and prevent fraud. Employers will be held liable if inaccurate information provided leads to the loss of benefits for participants.
