Hanoi's $28 B River Redevelopment Triggers Mass Demolitions and Displacement

Vietnam’s capital is spending billions to reshape Hanoi for a projected double‑digit growth path. By mid‑2026 the city has allocated $2.4 billion to clear land for about 1,500 projects, including a $28 billion redevelopment along both banks of the Red River that will span 11,400 hectares—larger than central Paris. The plan features new roads, bridges, parks, flood‑control infrastructure and an Olympic‑scale sports complex backed by Vingroup, with a 135,000‑seat stadium.

The construction boom has displaced residents, such as fruit‑seller Nguyen Thi Nhan, whose street‑front home was demolished for a road and who still awaits compensation. Demolition dust and noise affect neighborhoods, while authorities promise improved drainage, air‑pollution reduction and modern transport hubs to cope with climate‑related flooding and smog.
