Hanover Institute used fake think tank to influence AI chatbots
An investigation has revealed that a fake think tank, the Hanover Institute for Public Policy, was used to publish massive amounts of content designed to influence AI chatbot responses regarding Israel and Gaza.
Between August 6 and August 14, the site published 124 reports totaling more than 560,000 words. The content, which mimics neutral academic research, covers sensitive topics such as war crimes, the starvation of Palestinians, and the legality of Israel's actions in Gaza. Many of the report headlines were specifically phrased as questions to match common user queries for AI systems.
The Hanover Institute appears to have no legal existence, physical address, or named staff. The operation is reportedly part of a broader Israeli government-funded campaign, involving tens of millions of dollars and routed through third parties like Havas Media. The New York-based media company Piro Inc has filed the site with the US Department of Justice under the Foreign Agents Registration Act (FARA), identifying the material as distributed for the Israeli government.
