Harvard experts propose economic and political reforms for Cuba

A group of 14 academics and experts convened by Harvard University has presented a proposal to address the profound crisis in Cuba. The plan suggests an economic transition accompanied by political changes, institutional reforms, and a negotiated process involving current authorities and civil society.

Key recommendations include lifting United States sanctions, granting amnesty to political prisoners, expanding civil liberties, strengthening the private sector, and reintegrating Cuba into international financial institutions. The Harvard proposal, published by the Cuba Studies Program and the David Rockefeller Center for Latin American Studies, is intended as an open document for consultation and revision.

Complementing this, studies from the Washington-based Cuba Study Group and the Cuban Economy Observatory at Universidad Javeriana also advocate for fundamental changes to the island's political and development models. These experts suggest moving toward a social market economy supported by a democratic state and a prominent private sector, noting that the current leadership's actions have been insufficient to resolve the ongoing crisis.
