Haryana Announces Major Housing, MSME, and Digital Land Record Reforms

The Haryana cabinet approved a suite of reforms aimed at affordable housing, industrial growth, and governance. For Economically Weaker Section (EWS) beneficiaries of the Pradhan Mantri Awas Yojana‑Urban 2.0, stamp duty and registration fees were slashed to a flat Rs 500 each, down from the previous 5 % duty plus additional charges. The cabinet also cleared a bill to establish Kusum International University in Rewari and introduced the Haryana Local Audit Bill to strengthen financial oversight of local bodies. A new Progressive MSME and Export Promotion Policy targets Rs 55,000 crore of manufacturing investment, the creation of over five lakh jobs and a doubling of state exports within five years.

Separately, the state launched an online platform on the Revenue Haryana Portal that lets citizens obtain digitally certified land records—including jamabandi, mutation, fard‑badar and sale deeds—without visiting revenue offices. Applicants can log in with a mobile OTP, pay a uniform Rs 100 fee (with incremental page charges for jamabandi), and download the certified documents after electronic verification. The system aims to cut repetitive office visits, speed up service delivery and enhance transparency through a fully traceable digital workflow.
