Haryana Electricity Regulatory Commission approves parallel power distribution

The Haryana Electricity Regulatory Commission (HERC) has granted a 25-year licence to Eleven Power Private Limited to provide parallel electricity distribution in the Gurugram and Nuh districts. This move allows over 8.3 lakh consumers—including households, farmers, and industrial units—the option to choose their electricity supplier.

The project involves a planned capital investment of Rs 4,717 crore between FY 2026-27 and FY 2030-31. The new network is expected to become operational for consumer supply by the 2027-28 financial year. The infrastructure will feature smart meters, digital billing, and a distribution management system, with a power procurement mix consisting of 80 per cent renewable energy and 20 per cent thermal sources.

Additionally, HERC clarified regulations regarding Green Energy Open Access. The Commission ruled that eligible consumers cannot be denied access to renewable energy simply because other consumers sharing the same independent feeder do not wish to participate in a collective application. This decision addresses concerns raised by industrial entities seeking to utilize captive solar power plants.
