Havensteder director Bart Kesselaar loses top official status

Bart Kesselaar, Director of Strategy at the Rotterdam-based housing corporation Havensteder, will no longer be classified as a top official under the Wet Normering Topinkomens (WNT) as of 2025. Consequently, his specific salary will no longer be publicly disclosed in annual reports.

In 2024, Kesselaar’s annual wage was recorded at 188,000 euros. Due to a change in Havensteder’s management structure in 2021—moving from a single-head to a two-head board—directors are no longer designated as top officials. Under current regulations, former top officials must still have their salaries disclosed for four years, making 2024 the final year of public reporting for Kesselaar.

While Havensteder does not comment on individual compensation, estimates suggest Kesselaar’s gross annual income could exceed 210,000 euros this year, potentially reaching 235,000 euros when including holiday pay and year-end bonuses. He is part of a six-member management team, none of whom currently have their remuneration published.
