Hawaii enacts statewide ban on cryptocurrency ATMs

Hawaii has enacted a statewide ban on cryptocurrency ATMs and kiosks following significant financial losses attributed to digital asset scams. Governor Josh Green signed House Bill 1642 into law, which prohibits the ownership, operation, or management of digital financial asset transaction kiosks that accept United States currency in exchange for digital assets.

The legislation follows reports from the FBI’s Internet Crime Complaint Center indicating that Hawaii residents filed 826 complaints related to crypto activities in 2025, resulting in approximately $80 million in losses. This move aligns Hawaii with other U.S. states, including Minnesota, Tennessee, and Indiana, which have implemented similar prohibitions.

Prior to the ban, data from CoinATMRadar indicated there were 57 operational crypto ATMs spread across four of Hawaii’s main islands.
