Héctor Serrano defends San Luis Potosí legislative reforms against legal challenges

Héctor Serrano Cortés, secretary of the Junta de Coordinación Política (Jucopo) in San Luis Potosí, has defended the state legislature against claims that frequent legal challenges to its reforms indicate poor legal analysis.

Serrano stated that the Congress utilizes a body of experienced advisors to ensure all proposals meet legal requirements. He argued that judicial reviews by the Supreme Court of Justice of the Nation (SCJN) represent an acceptable balance of power rather than a failure of the legislative process. He noted that the Court has both invalidated and upheld various reforms, establishing important legal precedents.

Recent controversial reforms include new requirements for the State Attorney General, electoral changes that shortened pre-campaign periods to reduce public spending, and the invalidation of mandatory gender alternation for the governorship. Serrano maintained that the current legal framework is sufficient for the upcoming electoral process, though he acknowledged some provisions may require further review.
