Head Start regulations face proposed federal changes

The Department of Health and Human Services has proposed a Notice of Proposed Rulemaking titled ‘Reducing Federal Burden for Head Start Programs’. This proposal seeks to rescind current Head Start performance standards and replace them with a significantly shorter set of requirements.

Advocates express concern that the changes would gut regulations that currently mandate how programs support families with financial, educational, or housing needs. Under the new proposal, many services that are currently required would become optional.

Head Start is a federally funded program designed to serve vulnerable children from prenatal stages to kindergarten. For decades, its model has included wraparound services for low-income parents, such as job training and assistance with housing and disability advocacy, to support the stability of the entire family unit.
