Heilbronn event exposes gaps in Germany's critical infrastructure preparedness

At a "Bürger‑Uni" lecture on the education campus in Heilbronn, Alexander Fekete, a professor of risk and crisis management at the Technical University of Cologne, warned that Germany’s preparation for protecting critical infrastructure and its population remains inadequate. He cited recent incidents such as a January sabotage of the power supply that temporarily crippled parts of Berlin and left police and fire services ill‑prepared, as well as the 2016 Braunsbach flood. Luise Pufahl, host and professor at the TUM Campus Heilbronn, emphasized the point with the remark, "Critical infrastructures – we only notice their importance when they are gone."

A separate municipal‑focused briefing outlined possible civil‑defence scenarios for German cities and districts, highlighting threats like cyber‑attacks on administrative systems, power outages, water‑supply disruptions, transport restrictions and large‑scale population movements.
