Henley report ranks Cyprus as top European hub for wealthy migrants
The Henley Private Wealth Migration Report 2026, released this week, evaluates European countries on a Wealth Mobility Competitiveness Score of up to 100. Cyprus leads with a score of 73.5, followed by the Netherlands (72.8), Portugal (72.5), Italy (72.3), Switzerland (70.8) and Greece (70.5). The ranking reflects factors such as tax regimes, rule of law, quality of life and political stability.
The report notes that Italy, Greece and Switzerland remain attractive despite lower scores, citing Italy’s flat‑tax regime for new residents, Greece’s replacement of Spain’s closed golden‑visa scheme, and Switzerland’s reputation for capital stability. Larger economies—including Germany (69.7), Norway (69.0), the United Kingdom (68.3) and France (65.7)—are described as competitive but under pressure to retain high‑net‑worth residents.
Tax policy analyst Dan Neidle has questioned the robustness of the data collection methods used by Henley and its partner New World Wealth, warning that the figures should be interpreted as broad trends rather than precise counts. Henley acknowledges this limitation and notes its own commercial interest in advising clients on residency and citizenship programs.
