Henoko boat capsizing accident investigation reveals safety failures

An investigation into the March 2026 capsizing accident off the coast of Henoko, Nago City, Okinawa, has revealed significant lapses in safety management and transparency during a school trip. The incident, involving two small vessels, resulted in the deaths of 17-year-old high school student Chika Takeishi and a 71-year-old captain, while 14 others sustained injuries.

Students from Doshisha International High School were participating in an Okinawa training program when the accident occurred. Reports indicate that students and parents were not informed that the itinerary included boarding a protest vessel. One student noted that the selection process for the Henoko course lacked visual information about the specific boat, leading participants to expect a standard sightseeing vessel rather than a protest craft.

Okinawa Governor Koja met with the bereaved family to discuss the tragedy. The family has requested improved safety management and expressed a desire to see school trips reformed rather than blaming the local community. The incident has highlighted a critical need to separate political disputes from the safety protocols of educational travel.
