Herceg Novi construction permits delayed until at least April

In Herceg Novi, construction permit solutions are expected to be delayed until at least April. While no official moratorium document has been issued, the delay is attributed to the application of the Law on the Protection of the Natural and Cultural-Historical Area of Kotor, pending the adoption of a Management Plan.

Architect Vuk Čvoro noted that the situation is concerning, as the delay affects both large projects and smaller residential renovations or additions. He highlighted that the current lack of clarity regarding whether the analysis applies only to major developments or smaller works creates potential for abuse. Furthermore, the delay is compounded by ongoing issues with the cadastre, urbanism, and changes to the Spatial-Urban Plan of Herceg Novi.
