Heredia and Cartago in Costa Rica earmarked for sustainable productivity gains

A joint study by CAF – the Development Bank of Latin America and the Caribbean – and the Universidad EIA identified concrete opportunities to boost sustainable productivity in Costa Rica’s Heredia and Cartago provinces. The research compared seven sub‑national territories across Colombia, Chile, Brazil and Costa Rica, evaluating productivity, competitiveness and environmental sustainability.

In Costa Rica, Cartago was highlighted for its solid manufacturing base, strong export presence and favorable environmental profile. The study suggests expanding its impact through stronger production chains, specialized technical training, digital transformation and improved logistics. Heredia was noted as a leading hub for knowledge‑intensive services and advanced manufacturing, with recommendations to develop specialized talent, foster innovation platforms and enhance connectivity.

The report provides a technical foundation for public‑policy design, investment decisions and inter‑governmental cooperation, citing Cartago’s 2024 GDP of $5.951 billion, an average annual growth of 2.1 % (2019‑2024) and labor productivity of $41,139 per worker.
