Heritage Park expansion appeal lodged after Pembrokeshire refusal
An appeal has been lodged with Planning and Environment Decisions Wales (PEDW) following the refusal of a £7.5 million expansion project at Heritage Park in Pembrokeshire, Wales.
The proposal by Heritage Leisure Development (Wales) Ltd includes the installation of 48 holiday lodge bases, a spa facility, holiday apartments, a café, equestrian stables, and a manège. While proponents argued the project would create 44 jobs, the development has faced significant opposition.
This follows a complex legal history: an initial approval by Pembrokeshire councillors in late 2023 was quashed by a High Court judgment following a challenge by the Stepaside & Pleasant Valley Residents’ Group (SPVRG Ltd). A subsequent resubmission was again refused by the Pembrokeshire County Council planning committee, with officers citing that the site is not within or well-related to a town, service centre, or service village according to the Local Development Plan.
