Former mayor of Santa Marta, ex‑governor of Magdalena and former presidential candidate Carlos Eduardo Caicedo Omar was found guilty of contract irregularities and aggravated embezzlement tied to a 2014 health‑center contract (PS‑04). The Bogotá Ninth Penal Circuit sentenced him to 117.6 months – nine years and nine months – in prison, imposed a fine of more than 4.45 billion Colombian pesos and barred him from exercising any public office for the same period, with an additional permanent constitutional ineligibility.

The court determined that the contract, worth roughly 6.5 billion pesos, was executed without required planning studies and that over 4.4 billion pesos were paid to the contractor while the works completed were valued at only about 1.5 billion pesos. Resources were misappropriated in favour of third parties and the health posts in Bastidas, La Candelaria, Mamatoco, Taganga and La Paz remained incomplete, depriving residents of services. The judgment does not permit any alternative sentencing; a capture order will be issued once the decision becomes final, and the ruling can be appealed.
