Hessen expands protections against domestic violence

The German state of Hessen is implementing new measures to combat domestic and gender-based violence. Hessen's Justice Minister, Christian Heinz, traveled to Madrid to study Spain's electronic monitoring system. This system uses electronic ankle monitors for aggressors and mobile trackers for victims to trigger immediate alarms if contact-prohibition zones are breached. Since its introduction in Spain in 2009, the technology has reportedly prevented fatalities among over 22,000 women using the devices.

In addition to technological advancements, Hessen is significantly increasing financial support for women's shelters. Under a new state implementation law, Hessen will assume full financial responsibility for the women's aid system starting in 2027. Funding is projected to rise to approximately 30 million euros in 2027 and 31 million euros in 2028, a substantial increase from the previous allocation of 10.4 million euros. These measures align with federal mandates to ensure victims have access to free protection and counseling.
