Hải Phòng Launches 5,300‑ha Special Economic Zone and 6,200‑ha Free Trade Zone

On 30 July 2026, the city of Hải Phòng will hold a conference to announce Prime Minister decisions establishing a 5,300‑hectare special economic zone and approving a 6,200‑hectare free‑trade zone. The special economic zone covers six communes—Thượng Hồng, Nguyễn Lương Bằng, Bắc Thanh Miện, Thanh Miện, Hải Hưng and Bình Giang—and will include industrial parks, comprehensive commercial‑service areas, logistics and non‑tariff zones, and an innovation centre. The rollout is phased: 2025‑26 will complete master‑planning, 2026‑30 will focus on investment procedures, construction and early operations, and 2031‑35 will finish infrastructure, promote urbanisation and attract further strategic investment. During the event investment certificates will be issued for flagship projects to boost the city’s economic growth and competitiveness.
