High Court doubles sentence for Olivera Krivokapić
The High Court in Podgorica has doubled the prison sentence for Olivera Krivokapić, the retired head of the Cetinje branch of the Ministry of Internal Affairs. Her six-month sentence was increased to one year following an appeal by the prosecution.
Krivokapić was found guilty of professional negligence for failing to initiate administrative procedures to seize or temporarily confiscate weapons from Vuk Borilović. Despite a criminal report being filed against Borilović for violent behavior a year prior to the massacre, Krivokapić did not investigate the circumstances or act on the information.
On August 12, 2022, Borilović killed ten people, including two children, and wounded six others in the Medovina neighborhood of Cetinje. The court rejected Krivokapić’s defense that she lacked complete information or legal authority to act independently, ruling that the existing report of violent behavior was sufficient grounds to trigger a mandatory review of his weapon privileges.
