Hind Rajab Foundation files ICC complaint against Israeli medical officials

The Hind Rajab Foundation has filed a formal complaint with the International Criminal Court (ICC) prosecutor, requesting an investigation into Israeli medical officials and administrators. The complaint alleges that personnel at the Sde Teiman military detention facility in the Negev desert have been involved in war crimes and crimes against humanity involving the torture and mistreatment of Palestinian detainees.

The foundation claims that since October 2023, thousands of Palestinians—including civilians, journalists, and health workers—have been held at the facility under the designation of 'unlawful combatants,' a status the group says is used to deny them legal protections. The complaint specifically targets the Israeli Medical Association and officials from the Ministry of Health, including former ministers Moshe Arbel and Uriel Buso.

Allegations include medical staff being forced to treat detainees while they were handcuffed and blindfolded, performing surgeries without adequate pain relief, and providing inadequate medical care. The foundation also cites a December 2023 directive that allegedly required medical staff to operate under military police authority rather than medical corps, which the group claims was intended to obscure individual accountability. The complaint notes that at least 29 detainees died due to physical violence or medical neglect at the facility as of November 2025.
