Hiroshima reports high bicycle smartphone violations

Since the introduction of the ‘blue ticket’ system for bicycle traffic violations in April 2026, Hiroshima Prefecture has recorded over 540 enforcement cases. According to the prefectural police, approximately 90 percent of these violations—475 cases—involved ‘distracted smartphone use’ while cycling.

Demographic data indicates that younger generations are most frequently cited, with those in their 20s accounting for 20 cases and those in their teens accounting for 195 cases. Other recorded violations include running red lights and failing to stop at designated points.

Legal experts have noted the controversy surrounding the stricter penalties. While the measures aim to prevent accidents, discussions have emerged regarding the adequacy of driver education for bicycles compared to motor vehicles, as well as the necessity of improving insurance coverage and registration enforcement.
