Ho Chi Minh City launches comprehensive plan to safeguard children online

Ho Chi Minh City has unveiled a multi‑year programme (2026‑2030) aimed at protecting all children who fall victim to online abuse. Every public school is required to adopt cybersecurity measures, and internet service providers must integrate tools that block harmful and inappropriate content. The city pledges support and intervention for any child who reports abuse, with strict penalties for violations of child‑protection regulations.

The plan calls for user‑account verification, tighter controls on children’s use of social‑media platforms, and the creation of an AI‑powered virtual assistant to guide victims and forward reports to authorities. It also includes the development of technical solutions to identify victims and suspects from image and video data, and the mobilisation of digital devices and training for children in disadvantaged areas. A permanent network of contact points will be established across all districts, and the municipal Police Department will lead enforcement, inspections, and international cooperation against online child exploitation.
