Ho Chi Minh City orders emergency relocation from Vinh Hoi apartment complex
Authorities in Ho Chi Minh City are implementing an emergency relocation plan for 141 households residing in the Vinh Hoi apartment complex (blocks A, B, and C). The building, constructed before 1975, was classified as Grade D—the highest danger level—following a 2017 inspection that found the structure's load-bearing capacity insufficient for safe use.
While 103 households have already relocated since the initial inspection, 141 households have yet to agree to move. To facilitate this, the city has allocated a fund of 141 temporary housing units using public assets. These units have been repaired and are ready for handover. Residents are instructed to contact the Housing Management and Construction Inspection Center under the Department of Construction to view apartments and finalize contracts.
The city aims to complete the relocation by December 2026. Following the move, authorities plan to select a capable investor to rebuild the complex. This initiative is part of a broader urban renewal project in Ho Chi Minh City, which includes plans to renovate or rebuild 467 old apartment buildings constructed before 1975 or between 1975 and 1994 by 2035.
