Ho Chi Minh City police arrest two men for dog theft

Police in Ho Chi Minh City have arrested two men, Phan Van Loc (born 1975) and Dang Dinh Bay (born 1966), for involvement in a series of dog thefts. The arrests occurred in the early hours of August 18 after criminal police and local authorities intercepted the suspects while they were weighing stolen animals.

Investigations revealed that Loc, motivated by a lack of money, used a homemade electric gun purchased online to capture unattended dogs across various wards and communes in the city. Loc reportedly stole five dogs in a single morning, using adhesive tape to muzzle the animals before transporting them in a plastic basket.

Loc sold the stolen dogs to Bay, who had agreed to purchase them at a rate of 40,000 VND per kilogram. Authorities seized a motorcycle, a homemade electric gun, and other related evidence. Both individuals are currently being held for further investigation and legal processing.
