Ho Chi Minh City police dismantle Chinese‑run online fraud network

The Ho Chi Minh City police conducted a coordinated 45‑day crackdown on a transnational fraud ring led by Chinese nationals. Inspecting 616 lodging facilities, authorities uncovered hundreds of illegal foreign residents and seized nearly 200 computers, more than 550 mobile phones and other electronic devices.

Key suspects identified include Dai Fei (Lei Long), Hu Guoyu and Zhou Wendong, who organized the recruitment of Chinese workers, set up high‑speed internet infrastructure and prepared a centralised fraud operation targeting Chinese citizens. Major raids hit the Bảo Ly guesthouse, the Emerald Gold hotel and several private houses, leading to the arrest of Chinese and Vietnamese facilitators such as Quách Thị Huế, Phạm Thanh Sơn and Phạm Thị Huỳnh Như. All defendants were charged with “organising, brokering for others to stay in Vietnam illegally.”

Police confirmed that the network’s equipment and personnel were ready for large‑scale online scams involving e‑commerce, financial investment and securities fraud, but the operation was halted before any fraudulent transactions began.
