Ho Chi Minh City proposes criteria for high-quality schools
The Ho Chi Minh City Department of Education and Training is seeking feedback on a draft regulation establishing criteria for high-quality, educational partnership, and advanced or modern school models. The proposal aims to ensure educational quality and service standards while adhering to urban development laws.
For high-quality secondary and high schools, the draft suggests that all teachers should be able to communicate in English, with at least 30% reaching B2 proficiency. Additionally, 85% of teachers at the secondary level and 60% at the high school level should hold postgraduate degrees. Students are expected to reach B1 proficiency in middle school and B2 in high school, with 50% holding international certificates.
Class sizes are proposed at 30 students for secondary levels and 35 for primary levels. The models emphasize modern management, digital transformation, and comprehensive student development, including mandatory safety swimming programs. For preschools, the draft proposes that at least 70% of teachers hold a university degree or higher, with integrated English activities for children aged 3 to 6.
