Ho Chi Minh City to maintain 168 commune-level administrative units
The Ho Chi Minh City Party Committee Standing Committee has decided not to proceed with the restructuring of commune-level administrative units at this time. The city will maintain its current 168 wards, communes, and special zones.
Following a merger with Binh Duong and Ba Ria - Vung Tau in July 2026, the city's administrative structure has remained stable under a two-level local government model. Officials noted that operations have been continuous and smooth, with no significant irregularities recorded during the first year of this model.
The committee emphasized the need to improve the efficiency and effectiveness of commune-level governments, clearly defining the functions, duties, and responsibilities between central, city, and local levels. The city aims to resolve most grassroots difficulties and obstacles within its authority by the end of 2026, while applying central regulations and urban development laws to suit local practical conditions.
