Ho Chi Minh City updates vehicle registration procedures

Ho Chi Minh City has announced updates to four administrative procedures managed by the Department of Construction regarding vehicle registration and emissions testing. The changes focus on the issuance and re-issuance of certificates of eligibility for motor vehicle inspection facilities and motorcycle/moped emission testing facilities.

For new motor vehicle inspection certificates, the process involves three working days for dossier reception, eight days for field inspection and evaluation, and two days for certificate issuance. Re-issuance of these certificates takes two working days for in-person applications and one working day for applications submitted via postal services or online public service systems.

Similar timelines apply to motorcycle and moped emission testing facilities, with new certificates requiring a total of 13 days for processing. All four procedures are managed by the Ho Chi Minh City Department of Construction and do not incur any fees or charges. These updates aim to decentralize, reduce, and simplify administrative tasks in accordance with new regulations from the Ministry of Construction and the Ministry of Transport.
