Ho Chi Minh City wards propose maintaining current administrative boundaries

Several wards and communes in Ho Chi Minh City have proposed maintaining their current administrative boundaries rather than proceeding with mergers. This comes after one year of operating under a new two-level local government model.

According to recent assessments, many wards—including Sai Gon, Binh Tan, Tan Dinh, and Binh Thanh—have expressed a consensus that merging with adjacent units is currently unnecessary. These areas cite the need for stability in their administrative apparatus, high population densities, and the successful integration of digital transformation and administrative reforms under the current structure.

Currently, 54 administrative units in Ho Chi Minh City do not meet the specific area or population criteria set by Resolution 112/2025 of the National Assembly Standing Committee. However, local leaders argue that maintaining the status quo will prevent operational disruptions and ensure continued high levels of public satisfaction and economic management.
