Hoa Binh hydropower plant bottom outlet gate closed for downstream safety

The Ministry of Agriculture and Rural Development has issued an official directive to close one bottom outlet gate at the Hoa Binh hydropower plant to ensure safety for downstream areas.

As of 7:00 AM on August 22, the upstream water level of the Hoa Binh reservoir was recorded at 102.36m, with a downstream level of 13.31m. The total downstream flow was 4,391 m³/s. Following the operational procedures for the inter-reservoir system on the Red River basin, the Ministry ordered the closure of one bottom outlet gate effective at 4:00 PM on August 22.

The Ministry has instructed the Hoa Binh Hydropower Company to closely monitor rainfall, flood developments, and water levels, providing timely reports to relevant authorities. Additionally, local authorities have been requested to notify residents, businesses, and organizations operating on or near the river to take proactive safety measures.
