Hoan Kiem Lake preservation petition resurfaces amid Hanoi planning debates

A 40-year-old petition regarding the preservation of Hoan Kiem Lake (Ho Guom) has resurfaced as a point of debate amid current urban planning adjustments in Hanoi. The original document, drafted by a group of intellectuals including cultural expert Nguyen Khac Vien, architect Ta My Duat, and Dr. Nguyen Quang, established core principles for managing building height, scale, architecture, and facades to protect the area's landscape.

Dr. Nguyen Quang, a former Director of UN-Habitat's Human Settlements Programme who participated in the original petition, notes that while many principles were adopted, urban development pressures have led to “exceptional” buildings that disrupt the heritage landscape. Current debates in Hanoi involve proposed planning adjustments, including high-rise structures and commercial spaces, which mirror the concerns raised by the original group four decades ago regarding the loss of spatial proportions and sightlines around the lake.
