Homeland Security reviewed millions of voter records to find noncitizen voters

Internal Department of Homeland Security documents obtained by the advocacy group Democracy Forward reveal a large-scale election-fraud operation conducted by Homeland Security Investigations (HSI). The initiative aimed to identify noncitizens suspected of illegally registering or voting by analyzing tens of millions of voter records.

According to a June 1 HSI report, investigators ingested 50.6 million records from a Justice Department dataset. Additionally, Heather Honey, a senior counselor to Homeland Security Secretary Markwayne Mullin, reportedly obtained another 48.4 million records through “independent sources of information,” though the nature of these sources remains unspecified.

The operation included scrutinizing dozens of nonprofit voter-registration groups and considering the deployment of undercover agents to investigate organizations suspected of assisting noncitizen voter registration. The initiative is described as a phased national effort involving data analysis, voter-roll acquisition, and field investigations.
