Homeschooling trends face legal challenges in Moldova and Romania

In Moldova and Romania, an increasing number of parents are opting for homeschooling due to dissatisfaction with traditional school environments, curricula, and the impact of the pandemic. Parents often seek to prioritize their children's individual interests and abilities through personalized programs.

In Moldova, homeschooling is not currently legal. Families often utilize umbrella institutions located abroad to ensure their children remain part of a recognized legal education system. Research in the region focuses on how these children socialize and the potential benefits of alternative family education.

In Romania, homeschooling is also not recognized under current law. According to Law 198/2023, the education system is limited to state, private, and denominational schools that are accredited or authorized. Parents who withdraw children from mandatory schooling face legal risks, including fines between 1,000 and 5,000 lei or criminal charges for obstructing access to compulsory general education. Some families have already faced court orders to re-enroll their children in formal schooling.
