Honduras awards early warning system contract to controversial consortium
The Honduran government has allocated 49.7 million lempiras for the National Early Warning System (ALERTA-HN). The contract was awarded in 2025 to the ITG-HTECSA Consortium, which consists of International Technology Group S.A. (ITG) and Honduras Technology S.A. (HTECSA).
Investigations by Criterio.hn indicate a link between ITG and Sistemas Abiertos S.A., a company previously implicated in the embezzlement of approximately 7 billion lempiras from the Honduran Social Security Institute (IHSS) between 2010 and 2015. The project, promoted by the Directorate of Results Management (DIGER), recently underwent a pilot test involving mass mobile notifications to users across the country.
