Honduras Congress prepares criminal code reforms to combat terrorism
The Honduran National Congress is scheduled to vote on a package of reforms to the Penal Code this coming Monday. The proposed changes aim to strengthen sanctions against criminal organizations, gangs, and terrorist structures.
Key measures include severe restrictions on penitentiary benefits, such as parole and early release, for individuals convicted of terrorist association. The reforms also seek to enhance the operational capabilities of security forces, the Public Ministry, and the Judiciary. Procedural adjustments include extending the deadline for the prosecution to present formal requirements in complex investigations from 24 to 48 hours.
Additionally, the legislation proposes that tattoos associated with gangs or terrorist groups may be used as evidentiary elements in investigations to establish links to such organizations. While the legislature awaits a non-binding opinion from the Supreme Court of Justice, officials indicated the vote will proceed regardless of whether the court's report is received.
