Honduras and Ecuador implement new prison security and classification models

Honduras is advancing plans to construct a maximum-security megaprison in the Naco sector, inspired by El Salvador’s Terrorism Confinement Center (CECOT). The project aims to house up to 10,000 inmates linked to criminal organizations and may utilize existing state land and abandoned infrastructure valued between 300 and 400 million lempiras. The Honduran Congress has authorized the management of national resources, international loans, or bonds to fund the facility.

Simultaneously, Ecuador has launched a national plan to classify 9,214 inmates across six prisons into four security levels: minimum, medium, maximum, and maximum special. Managed by the National Service for the Integral Attention of Persons Deprived of Liberty (SNAI), this reorganization seeks to weaken the command structures of organized crime groups, improve institutional control, and establish differentiated treatment strategies for inmates.
